Democrats accused (Blackwell) of trying to suppress voter turnout by instructing county elections officials to reject voter-registration forms if they were not printed on "white, uncoated paper of not less than 80-pound text weight." Under pressure, Blackwell rescinded the order; The Dispatch discovered that even registration forms distributed at the secretary of state?s office didn?t comply with the standard.

"In even raising that issue," Asher said, "he came across as if playing partisan politics on behalf of the Republican Party. It colored everything he did after that."

As long as a voter casts a ballot in the right county, it doesn't matter whether the person was at the wrong polling place, a federal judge ruled Thursday.

The decision by District Judge James Carr of Toledo was hailed by Democrats who said it will enable more people to vote who might otherwise be excluded. Republican Secretary of State Ken Blackwell immediately appealed the decision.

Richard Lillie, special counsel for Blackwell, said legal struggles likely will continue beyond Nov. 2, potentially leaving the fate of some provisional ballots unclear for weeks after Election Day.

    1) the paper issue is due to the fact that if it is less than 75 lb text weight the postal equipment may accidently shred it while it is being processed.

    2) this federal judge has just opened the way for people to vote more than once. What is to stop someone from voting at the 'wrong' polling place multiple times, then also voting at the 'right' place.

    1. Uh oh, how on earth is the U.S. postal service going to deliver the billions of snail mail using under 80 Lb weight paper every year! This is a disaster, what is the President doing about it!

    2. Dunno much about this, but it is allowed in many other areas of the country.

This is comforthing. "Richard Lillie, special counsel for Blackwell, said legal struggles likely will continue beyond Nov. 2, potentially leaving the fate of some provisional ballots unclear for weeks after Election Day."

Blackwell lost the controversy about the weight of the paper used in registration forms, but won the battle concerning provisional ballots.

Ohio provisional ballot ruling reversed - Ballots cast outside voters? own precincts won?t be counted.

<font size="2" face="Verdana, Helvetica, sans-serif">All in all, a good compromise. Too bad they had to go to court to do it.
